Add in timezone information to raw phone files for new area codes

The attached spec ASSIGNTIMEZONE.SPXis a Mentor spec file that you can run against raw phone files so that you add in the time zone information for new area codes.

Remember new zone tables are always available from the bulletin board in the zonetabl folder inside the fixes folder inside the reviewed files folder.
